Think the basis for their pairing is from a small reference Punk made about a year ago during his special "shoot"/pipebomb promo and Heyman saying lots of good things about Punk before he started to show up on tv with Lesnar.

Had the WWE managed Lesnar's appearances better, Heyman probably wouldn't have been around Punk for this long or at least a "Heyman's Guys" group would have actually formed.
