Swagger should've taken one look at those cops, stuck his arms out at his sides, and bellowed "DUUUUUUUHHHHHHRRRRRR!!!!!". That's important, I think it's a Dragon Ball Z thing like he's raising his Ki or something. After that, transition every move they make into an ANKLE LOCK!

Asking him to get out of the car? ANKLE LOCK!
Try to give him a breathalyzer? ANKLE LOCK!
Take a step towards him? ANKLE L... PATRIOT ACT!!!! (it's called "freshening up his character!")

It's been the formula for his matches since 2008, so I think it might've worked here too.
