Truth and Bourne both for fake weed, but Truth was in a Cena storyline so his suspension was delayed (if I remember correctly).

It depends on status. Getting the punishment delayed or as a fine ("pot tax") only is given to main event stars or those in a main event type program.

Bourne was in neither so his occurred right away.
