I think it's to do with the way they produce NXT. Filming 4-6 weeks of TV at a time means there's 4-6 weeks of improvement the next time you see them.

So, weeks 1-4 of NXT we saw Charlotte on stage one of her development/training, week 5 comes along and she's had a further 4 full weeks of training, by week 8 we're still seeing "Week 4" Charlotte. So when we see the next new set of tapings we get "Week 9" Charlotte.

We don't see a slow, steady, week-by-week improvement, we see her improve a month at a time.
