Rusev's First Loss...
Should occur after WrestleMania and be to an NXT call-up like Adrian Neville or Sami Zayn. Neville makes some sense because Rusev's never really faced such an athletic high flyer who isn't your puny Cruiserweight level guy, so it could be believable and then kickstart a nice feud that puts Neville over as well (as long as he's not Mighty Mouse).

Rusev losing to Cena does nothing for either person. Which is, of course, why that will happen at WrestleMania.

I would be pretty shocked if that's not what happened.

But, at the same time, I don't know that I can really figure out anyone else who's a legitimate choice to do it. It's a little bit of the Brock Lesnar conundrum where there's no one who's anywhere close to the world-beater level that would be required for it to make sense--other than Cena, because he's been booked as relatively unbeatable for over a decade now.

After being unbeaten for this long, it's kind of passed the threshold of being thrown away as a short term boost to a guy and moved into "big deal" territory, and there aren't many people who are in a position to a) deserve it b) use it and/or c) be believable in it.

It's kind of a shame, because in the past six months, they've had a whole clump of guys who were all hugely over and could have taken advantage, but they've pretty much murdered all the momentum those guys, like Ziggler and Ambrose, had.

Which means if he doesn't lose to Cena at Wrestlemania, he'll probably lose to Sin Cara on a random Raw in a few months.

The scenario with Neville is good, but as you say, Cena will more than likely beat Rusev at Mania.

This is where I'm thinking of the next step; if someone beats Cena clean (or clean-ish, not a distraction finish) for the belt it will mean just as much, maybe more, to best Cena for the US Title.

No, there should be no NXT guy coming in and beating Rusev. It needs to be someone on the rise and has the ability to make people believe he can actually beat Rusev. Maybe Ambrose in a couple months.

It genuinely doesn't matter, does it? Whether it's an NXT debutant, or a "star in the rise" that beats Rusev (or Cena), they won't maintain the character beyond a few weeks, and they'll be back to losing in the midcard shuffle before we know it.

By having some scrub no one has heard of beating Rusev clean will hurt him. Having him lose to someone like Ambrose that (in theory) has been on the rise for 2 months before their match would make sense. Lets not turn Rusev into a jobber.

Hell, as much as I want Rusev to beat Cena at Mania (I think it could happen too) I want to see him lose all the same. Having his current streak may do more harm than good if it sticks around for to long. It will turn into his gimmick and won't have anything after it goes away.

Yeah, Cena definitely shouldn't be his first clean loss, especially not with the U.S. Championship on the line at Mania. This isn't 2004, and Cena isn't the Doctor of Thuganomics.

I say pick up after Mania where they left off between Rusev and Swagger. Even if Swagger doesn't end up with the title it could still be a pretty entertaining feud.

Jack Swagger was the man to do it. Cena will probably do it at WrestleMania. It won't be the end of the world. If it were someone on the current roster, I'd pick Ziggler. If I had to call up someone from NXT to do it, I'd go with Chad Gable. Have him answer an open challenge from Rusev, who basically laughs in Gable's face, but is unaware of Gable's amateur background and gets pinned. We only find out about Gable's history on SmackDown when he introduces himself properly.
