No, it's not toning them down. It's the lack of any meaning behind anything they do. None of it matters. They even mentioned on commentary "a lot of these guys were in a similar match last night." If the casual fan cares enough to tell them apart, they have not been given enough to invest in.
I'll give you that them having the same fucking matches as everybody else is a problem, but everybody has the same fucking match, so it doesn't fucking matter to anyone's specific detriment -- they all lose. The CWC had drama, stories, wins and losses mattered (if you lost you went home), and it took time to explain who each participant was and why they were there. The matches were important, given that it is the method stories are told inw wrestling, but they are secondary to the idea that there is a story they were telling.
