You do realize a dead guy is in the Hall of Fame, right? We're not always taking guys as they "are now." These are hypothetical fights. Hypothetically, you
could be starting a promotion in India, or at least looking to get your television on there. You can shit on Khali's ring skills all you want, but if I've got a hypothetical promotion and I have a choice between Khali at his peak and Reigns at his peak (and I doubt we've seen that yet), I'd probably take Khali right now given that I want money and I'm not a racist.
Randy Savage would be on top, but Khali would be a special attraction in the States to get people into the building while Savage delivers the classic main event. Then, when I go to India, I'll have Khali challenge for my World Title whilst you continue to lose viewers pushing a guy that people despise down their throats not even knowing if he can play a proper singles heel yet. Maybe you will get lucky one day and he'll grow into the role?
(For the record, I have no doubt I will one day vote Reigns on this question, but that day has not come yet. Once he "turns heel" and becomes cool, maybe people will turn him into a babyface they are willing to get behind. Until then, you only have potential and ring work to beat Khali, but if people don't want to see that ring work, it's worthless.)
