looking back at his 89 return, they really kind of wasted him. It's perplexing to me on why they used Morton Downey to be the heel in his big return. then he just kind of floundered around until he had a pretty forgettable feud with Rude and Bad News.

From Mania to Summerslam, he didn't do anything meaningful. not sure why

Probably because he wouldn't really job, and would just do double count outs all the fucking time, rendering all of his feuds meaningless.
