Are they really gonna have Cena, the biggest star at their disposal, have a match at WrestleMania with zero promotion for the second year in a row?

Genius.
To be fair a bit, last year's non-existent build is mostly Taker's fault. WWE didn't want to risk anything with him after the year before of him showing up in poor shape at the Rumble leading him to get hurt and at Mania leading to the terrible match with Reigns.

This year its mostly WWE being that stubborn on wanting a Cena match to happen even though they are fully aware his film schedule made it almost impossible to do anything for a build.
