I still need the target range trophy to plat the vanilla game, and the Debt Collector trophy from the DLC to hit 100%. I swear, I don't know how many times I've loaded in to the area of The Spendopticon where he has a chance to spawn and yet he never has. I've tried literally dozens of times consecutively and nothing. No idea what the issue could be as I've completed the side quest.
