I’m not sure “building a guy” and “establishing the champion as someone that can knock back any type of challenge” are the same thing. Of course what they need to do is not feature the champ on any PPVs or specials, just let him hold the belt for 5 months in a reign bereft of any note and have him compete in the tag division. The casual viewer will get it.
