Could JBL possibly make a star when he puts someone over?

True, he's already over but wouldn't it make him look all the more credible by overcoming the entire cabinet rather than squashing Kenzo and Dupree week in and out. Rey Mysterio could even be given a good rub IMO through the same scenario (if it was non-title lets say, because the WWE wouldn't let Rey go for the gold)
