Best way to Backup files before a format?

Yeah, this is probably a n00bish question, but what's the best way to save all your crap to CDs before you reformat your harddrive?

I don't want to just back up all my files and program installation files, becuase it would take forever to re-install all my programs and get everything back to the way it was before the format.

Is there anyway I can backup my entire computer the exact way it is onto multiple CD-RWs, and then restore it entirely, so that I wouldn't even notice the difference once everything is restored through the CDs? Is there a program that helps do this, or even a windows tool?
