Why didn't Chris Jericho wrestle at Backlash 2002?
As far as I know he was healthy and had main evented WrestleMania X8 one month prior to Backlash. Why wasn't he on the card?

He was still feuding with HHH even though HHH was wrestling Hogan that night. Which is why he interfered and what lead to their Hell in a Cell match the following month at Judgment Day.

Well technically, Jericho didn't cost HHH the title, he only interfered (like I said) and blasted Hogan with a chair. Undertaker is the one who technically cost HHH the title.

He probably was scheduled for the typical "Wrestlemania rematch" at Backlash, but since the fans turned Hogan face, Vince/Hogan probably thought that Hogan would be a bigger draw..... but that's just a guess.....
