A poster from GTA Forums is claiming to be a journalist for PSM UK and had the chance to view footage of Grand Theft Auto V at the developer's office. *Take this information strictly as rumors.*

SPOILER: show
1. Cars can be repaired/upgraded.

2. The dating aspect of the game is gone. You still have a cell phone, but only people you meet in the game will call you to ask you to do a mission or something else before the mission.

3. Weapons include the usual arsenal you'd expect, but flamethrowers, laser trip mines, and remote control mines are included. It's possible now to pick up objects in a buidling/street to use as a weapon. There's also a museum where it's possible to steal axes, swords, etc.

4. It's possible to rupture a fuel line, and if you shoot at the trail of gasoline, it will lead straight back to the car, blowing it up.

5. Mini games such as bowling, darts, ect. are all gone. You can enter triatholons, gamble, play basketball, and more.

6. Character customization is back, but only in terms of clothing, weight, etc. The character you start off with can't be altered by age, height, race, etc.

7. No children at all.

8. There's now the ability to grab people and use as shields in hostage situations.

9. The cops are much more realistic. If you kill somebody when there are no cops around, you won't run the risk of one star as often as you would in GTA 4. The cops will use dogs and rams to knock down the doors of buildings you're hiding in.

10. You can enter some buildings and lock the door or push objects in the way to barricade it.

11. You become better at things as the game progresses. If you only ride motorbikes then you'll increase your skills, same as weapons.

12. Weapons can be customized and some even home-made.

13. One mission involves breaking out a familiar GTA icon from a previous game.

14. Rain and even tremors will appear in the game.

I was flicking through old posts in this thread and came across the below post. Some of the info is actually in the game. Not obvious stuff either.
Cars can be repaired/upgraded
You can make the car leave trails of petrol and ignite them
Triatholons
Character customization
Possibly human sheilds, if the gameplay vid is any indication
Stats and improving stats
Weapon customization

That's quite a few things he got right. It's not obvious stuff either. Weapon customization and the petrol thing would have sounded highly unlikely to anyone who didn't know. Perhaps the other things mentioned are also true.

That list of rumours looks like a pretty standard case of the rumours added to any recent release, give or take a few. Though considering some of them could be done in Saints Row/2, not completely unrealistic.

No way Rockstar releases the game before even showing it off at E3 next year which occurs almost a week later.

Probably going to be closer to Gamestop's UK store placeholder of a September release if it comes out in 2012. US branch doesn't have a date yet while the German branch is way too early with a January 2012 date.

I really think that’s CJ in the trailer. San Andreas happened in 1992, so if this game happens in 2012, he’d be 20 years older, not to mention the guy running from the cops does look older than CJ in SA, and there’s the rumor that

one of the missions involves breaking out a familiar GTA icon, which could very well be the part of the trailer where you see him running from the cops.

That bum is just a bum. I don’t know where people are getting Nikko from. Same thing with the narrator. Not Tommy Vercetti.

Just so we're clear...GTA:S.A. released in 2004. However...the in-game setting was 1992. Thus with GTA V being set in modern-day Los Santos and surrounding areas, there would be a 20-year difference between the game's time settings, which is why he would have aged so much.
