If WWE wants the winner to be the "face" of the division right away, Perkins probably is going to win it all considering the news and rumors regarding the other 3 guys.

Considering the guys Perkins already went through, beating Ibushi would instantly add more star power for him. Wouldn't even matter who he'd face for the finals.

They do have the extra hour to work with sort of like what WCW did when Nitro was 3 hours. One of the very small benefits of RAW being 3 hours.

To be fair, Ibushi couldn't make up his mind until very recently if the dirtsheets are correct. Sabre was more of certain guys backstage not liking him than him pulling an Ibushi with contract talks.

Think Ibushi is the same in Japan where he never stays in one place for long.
