Makes perfect sense, they get a few weeks to build him, try him out on a PPV that's gonna have other high profile matches on (notably WHC, Kofi/Orton), they can put it on in the middle of the card and see how the response is and if Sheamus 'steps up'

To be fair Sheamus has really stepped his game up on Raw. Granted he's only basically had squashes, but he had a match with Shelton Benjamin on ECW right after being moved to Raw, and it was probably his best match in the WWE so far, so I'm willing to go with this.
