Car modification is definitely in, with plenty of parts available to buy at the Transfender Garage:

Prices for each part vary, but expect to pay $970 for a standard front bumper upgrade
Holding the X and Circle buttons will activate the nitro, the only car customisation option which affects performance

A visit to the Cobra Martial Arts Dojo will provide CJ with the ability to learn new martial arts moves. One word of caution, learning such moves, like the Drop Heel Kick, will overwrite any moves learned at other gyms.
Creating a combination of techniques like martial arts and streetfighting will be key to success in combat.

Cesar will appear in San Fierro, and seems to be friendly with CJ. Expect to be stealing cars from places like Otto's Autos with Cesar.

In the same magazine they talk about your cars disappearing. It won't happen. Instead, police could come by and impound your car, in which you could go to the yard and steal it back if you'd like. That means if you spent 30 minutes customizing your car (don't know why) then you could just go get it back instead of having to worry about it being gone. As well as that, there are also tow trucks that will come pick it up and which you could also hijack and tow someone elses car as well. If they like it or not.

I don't know if they lock more parked cars but you won't need a hair pin or a key. That's not GTA style. You leave the keys in the car.

What are you talking about? They had jackers with guns in both 3D games. And on top of that head shots have always been more effectful. Even more in this one with the new aiming system.

Oh, a teaser site is a site that promotes something. In this case, San Andreas. It's not suppose to give you new information or anything like that just gives you an idea of what it would be like living there. So pretty much they are making sites to give you an idea how the people and live in San Andreas feels. Obviously there are cults in the area along with a lot of crappy rappers. Sorry.
