Robots.

The Foot clan is without Honor. Human ninajs would have too much self respect and dignity to turn to a life of crime. It doesn't make sense that they would be evil.

Shredder is so dishonorable that no real ninjas will have anything to do with him anymore. So, he has to make his own. That is why it is better that they are Robots.

Thing is, they weren't really ninjas. They were street kids who were taken in by the Shredder and taught kung-fu.

If they were real ninjas they would have kicked the Turtles' shells.

Shredder should consider employing the best of both worlds. He can use the robotic foot clan for large scale attacks and bigger numbers, while still having the human ninjas as an elite task force.
They'd be called in like navy seals, whereas the robots would be the army.

Liked the robots since in the games there were so many differrent varations and there look wasn't nearly as retarded looking even though they're cartoony.

This was actually a tough decision for me, as I can agree with the points made by both Jeritron and Rammsteinmad (especially with the Foot Soldier in that photo, can't unsee that now).

Going through my TMNT collection I must say that their will always be a certain charm to battling Robo-foots: They seemed to have more versatility and variation than the ones portrayed in films, and having them appear in different colors is an appeal as well.

But with that said, I ended up giving my vote to the actual ninjas. It may just be the martial artist in me thinking this, but realism in this situation will always have an advantage over fantasy when done correctly. Of course the term "realism" has to be taken with a grain of salt in regards to this discussion, as already mentioned with the lack of dismemberment when involving so many lethal weapons.
