I'd go with a title scheme like this:

RAW:
WWE Championship
WWE United States Championship
WWE Tag Team Championship (current unified tag team champion design with World Tag Team Title history)
WWE Million Dollar Championship (ordered by Ted DiBiase, Sr. and the RAW General Manager to be defended as a test to his son -- winners get $1,000,000 from Ted, Sr. "personally," and the WWE can use this to donote some money to charity and look like nice people or whatever when faces win the title)

SmackDown!:
World Heavyweight Championship
WWE Intercontinental Championship
World Tag Team Championship (new tag team belts, they are companion to the World Heavyweight Championship -- dare I suggest they bring back the WCW Tag Team Title belts, slightly modified, and give them a new history)

Both:
WWE Television Championship (must be defended on both RAW and SmackDown! every week -- a brain child of Theodore Long and the RAW General Manager...Freddie Prinze, Jr.!)
WWE Under 30's Championship (only guys under 30 are allowed to challenge for the title -- it starts on SmackDown! as part of a Teddy Long youth movement, but Long opens it up to RAW when they are called to challenge)
WWE Women's Championship (treated with respect)

I am aware that that makes 10 titles, but I'm sure that proper writing could make each of those titles mean something.

Make all TV title matches with a time limit of 10-15 minutes, so the heels can retain the title by the skin of their teeth, when the time limit expires.

The Under 30's title reminds me of the now-retired IWGP U-30 Openweight Championship in New Japan Pro Wrestling.
