Eurocontinental, chest protector shenannigans aside, he was greatly underused and underestimated. I remember the groundswell of posters once upon a time saying D'Lo should jump ship to WCW, and I actually agreed with that. In fact, I was of the mind that he should have gone the same route as Jeff Jarrett (in that everytime he left one promotion, he was moved up the card of the other). D'Lo would have gotten a bit of a push in WCW just from WWF exposure. Then, when he eventually went back to Titan Towers, he would have likely been pushed as upper midcard.

Nightwing: "pre" or "post" Tiger Ali Singh? There's a difference, and I'ma go with "pre".
