And he pretty much has. He draws the crowds into the matches he's allowed to have that aren't to enhance the latest heel getting a push. He got rushed to the main roster and had few people who could work with him. Even Daniel Bryan got time in developmental.

That's because Bryan asked to be sent to developmental. The original plans were to send Bryan straight into the main roster.

If only Sin Cara asked to be sent to developmental, his entire WWE career would probably be totally different.
