Can't say that I'm very well-versed in luchadors, but from what I've seen I'd have to go with Rey Mysterio. Especially pre-WWE Mysterio. So much fun to watch.

Yea, I don't know much about luchadores outside of the cruiserweight divisions in WCW/WWE, and a few in ECW. I'm gonna have to say Rey Mysterio. Not just for ring ability, but for what he's accomplished in the industry. He's the only luchador to actually become a major player and huge crowd favorite in big time wrestling.
