They did, in fact I believe Edge and Mick Foley are still the co-holders of the belt.

Edit: only in that they gave them the title and never really wrote it out of storylines.

Kane should get a small run with some title, the ECW title would be best for him.

Matt Hardy needs a solid IC or US Title run.

Chris Jericho should have a World Heavyweight Title run.

Dreamer as ECW Champ would be the goods. But Dreamer is the type of guy who doesn't care about titles anyway.

First guy that came to my mind (even though he hasn't held a WWE title before) is Jerry 'The King' Lawler.

I could see Lawler as a heel with a long Intercontinental title reign, which he holds on to by hook or by crook, stealing wins and sneakily escaping losses with count outs and DQs (a la Honky Tonk Man in the 80s) until finally somebody unseats him at, say, a WrestleMania, therefore establishing the next big star.

It's a thought.

See, that would be okay, but then WWE would go and have J.R challenge Lawler for the title in a feud and win the title when some face helps J.R out.

Then we will have J.R IC champ.
