That would be true, but you'd obviously build up to the match. Up until they started seemingly not caring about where they were sending him, Kendrick was going over every man and his dog.

The story would be brains versus brawn, and it could actually work if the WWE devoted time to it.

Yes, but my point remains. They could build it and build it and build it until they're blue in the face, until Brian Kendrick looks like the biggest threat Undertaker has ever faced in his life, but he still wouldn't end the streak and nobody out there would be convinced that he would be able to.

There is no reason to believe WWE will put their promotional machine behind Kendrick and build him up to anything above the midcard.

I know it's been said before but he's too small, and before you bring up the likes of Eddie, Benoit and Mysterio, well.... Eddie and Benoit were ripped to shreds and Mysterio is a novelty act, so it isn't the same. Kendrick is a small, skinny dude which doesn't make a powerful impression to the average casual viewer that "this guy is a star" as Vince likes to do. Kendrick isn't turning heads walking through airports, isn't leaving kids looking at him in awe, he isn't "larger than life". That is why, unless he absolutely catches fire, he will never amount to more than a midcarder, no matter how good a wrestler, no matter how well he carries his persona.
