They should do a draw every year after Wrestlemania. Each side could put forth their champion for a match and the winner's side would get First Pick of the Draft; wehter they are established pros or talented upa nd comers. Each Brand could also have so many "shields" in order to protect their "franchise players".

Each GM has their own lottery, with the names of the OTHER brands superstars, and they get to pick 12 at random to come to their brand. #1 for Smackdown is Rene Dupree, and #1 for RAW is Shelton Benjamin.

Yeah but still, La Resistence and WGTT are on two different shows thus making the two best teams in the WWE on two different shows. Not the best way to build an already struggling tag division.
