I feel like WWE has done that at some point. Maybe not only 2 announced matches but I definitely remember a B-PPV like Backlash or Judgment Day back in the late 90s/early 2000s having only 3 or 4 announced matches and then like 5 undercard matches that didn't even have a storyline.

Also in 2011 or 2012 I remember they went on a streak of not announcing half the PPV card and you'd end up getting like 3 or 4 unannounced matches with no build.

Had December to Dismember never happened, Paul Heyman might have stayed in control of the ECW brand for the forseeable future. Wonder if it would have still wound being the pseudo-development show it ended up being by 2008.

"Fall Brawl featured a main event so bad it was even worse then people's imaginations would have been of the Jay Leno match going in. With the possible exception of the Triple Decker cage match a few years back on Uncensored and perhaps some Andre the Giant matches towards the end of his career, this may have been the worst PPV main event of all time, about 20 minutes of bad wrestling made worse by a finish that simply defied description. It was torture because the crowd was booing rather than acting concerned.
