There are many PPV's where the title match (main event) is not the match Id rather see. But traditionally the title match is always the show closer, the main event.

The truth is if they had the HITC match as the 2nd last match the fans wouldn't even care about Benoit vs Kane after that HITC match is over.The fans would be drained.

there have been plenty of title matches that werent the main event

and besides, just watching the promos for bad blood put way more emphasis on the hell in a cell match
