Someone has pointed out that all the licence plates say San Andreas, which makes sense because that's the state they are in, but one scene (the guys in red coming out the van) has a plate that reads "Las Palmas".

Suggestion is Las Palmas is the state Vice City is in. Seems a stretch but you never know.
