Since Billy Gunn was one of the most reaction gathering wrestlers. New Age Outlaws, Billy & Chuck, Mr. Ass and The One all got massive reactions from the crowd. Whether or not you like him, he can easily get over.
And Hardcore Holly since he started getting chants, getting the entire arena's attention with chairshots. He was at one stage getting more of a reaction than Benoit (he definately isn't now, though). Wrestling skill and getting over with the crowd are two different things. Most people on here say both are hopeless talent. I disaggre, but both sides are opinionated (and it turns out the WWE's matters more), but whether or not they get over is fact based.
HH and BG get noticed whether you like it or not. You don't have to like the guys, but both are over more than Lance Storm, unforunately, so we just have to deal with that.

The New Age Outlaws' success can be almost entirely attributed to Road Dogg's "sing-along" intro during D-X promos (which was sort of a precursor to the way the Rock cuts his promos nowadays) Billy and Chuck would've been booed out of the building no matter who was in that team, simply because the gay gimmick is the easiest way to garner heat this side of the "evil foreigner" gimmick (why nobody's tried to combine the two and create the ultimate cheap heel is beyond me) Sure, The One got decent reactions for a few weeks, but in the long run it ended up being a flop.
As for Holly....meh. People like the hardcore stuff. He still sucks though.

I agree with a lot of what you just said, but I think Billy Gunn managed to maintain the face reaction they got. Billy Gunn got major pops when he came out by himself, and when he went solo against DX. The One wasn't his best angle, but it was good enough for him to get pops from people whenever he showed up. And Billy & Chuck is by far the best gay angle I've ever seen in the WWE. They could work as faces or heels, getting some of the best reactions of the night either way.
I'm not saying that Billy Gunn & Hardcore holly are the best wrestlers, but whether or not they put on five star matches, they do get pretty good reactions everytime they hit the ring.

JLB vs. IRS - Tax Return on a Pole Match (If JLB wins, he never has to pay taxes agian)

New PPV Idea: Botch-o-Rama! All matches end when someone botches a spot! (Note: Goldberg is in 7 out of the 8 matches)
