Same reason they have the secondary championship challenger win the rumble all the time. To make marks go "Holy fuck! This is meaningful!" even though it ends up not meaning anything really. Would have been very WWE for them to let people think WM means they officially moved on from Reigns but then give him the title ultimately anyway.
