I also loved HollyRock.

However, he will only make rare appearances, and since he is going to be cheered no matter what, there wouldn't be enough time to develop his heel character. He would have to continue to make fun of the crowd, fight heels, etc. for a while before anyone would begin booing him. Also, his image as a face in the WWE would do his career better than if he was a heel.
