1) Nobody in their right mind would want to wrestle Masters after his debut...

2) If you're going to drop him off the A-List show and build him up, it's best to have him kill jobbers, because it really doesn't matter if they lose.

3) Masters' intro is so long that they need guys without actual entrances, lest all of heat be eaten up before the bell rings.

It's two hours on primetime on what is more or less network television but every week there's some segment like "Carlito Cool dresse like Elvis" or "Dawn Marie grudge match." At least with Heat there's the "secondary show" excuse.
