How long ago was it that wwe decided it should also count as a pinning move? I can't remember it being a pinning move in any other wrestling organisation, when flair was with wwf in 91 it wasn't a pinning move then either. Just seems over the last 5 or 6 years theyve made it into a dual pin\submision hold?

That whole pinning thing when the shoulders are down during the figure four is bullshit anyway. It's just to add tension and isn't really legitimate... as far as legitimacy goes in pro wrestling.

I believe they started counting it as a fall in WCW, not WWE. I think he even won a few matches like that.

It can count as a pin much like having your pinky on someone's nose counts as a pin.
A part of the attacker is on top of the victim, the victim's shoulders are on the mat, 1-2-3.

But the legs are equally entertwined, and therefore the referee should not be able to constitute whom is pinning whom, despite whose shoulders are touching the mat.

I'm pretty sure I've seen the ref count it if the one doing the move has his shoulders down.

Try this experiment.

Find a trusted friend.

Have him put the Figure Four on you.

Have him lift his body weight upwards with his hands.

You will find that your shoulders are, indeed, pressed to the mat, albiet with not much force, and for a person with consciousness intact, it isn't hard to raise a shoulder from that.

An observer will also notice that it is easy to determine who is doing the move to who.
