I'm pretty sure the MLBPA put that in there, basiclly it forces the home team to try and sign the player/offer money, plus makes it difficult for a player to sign for less money.
Even w/ the arbitration offered, the orignal team only has till I think mid january and then if they're not signed you cant negotiate until May. (after the season).
I could be off, but I thought that's the way it was explained the otherday.
