Why are all the title holders in the WWE always heel?

I just noticed this now, and i'm not sure if this has been like this for a while with the exception of London and Kendrick. even Lita beat another heel for the title.

Rey just had a title and Cena (who was technically a face) had a title. And there are probably more that I have no desire to remember right now.

you'll notice this trend especially around Wrestlemania time
