Why do Jim Ross and The King get to call majority of the Interpromotional matches?

Although recently the honours have been shared for things like the rumble. Didn't Tazz and JR do this years?

I remember the Raw announcers calling out last year's Classic Survivor Series Elimination matches and 2 Inter promotional matches at Wrestle Mania this year.
