It's because he left for WCW. I don't remember the specifics but thats basically it.

Savage was being groomed to be Vince's "Babe Ruth" sort of guy. He was going to be there go to guy when they needed to put people over or draw in the fans to a PPV. He wasn't going to be champion or anything though. Savage wanted to be a top guy and wanted to be more then just an announcer at times. Plus he got a better contract from WCW.

Savage was married until 1992, and left WWE in 1994. Assuming he didn't cheat on Elizabeth (yeah yeah, i know, just stay with me) that's a two year period in which this Savage/Steph thing could have occured. She was between 16-18 at that time.

Now, I'm not being funny, as far as I'm concerned 16yrs old is legal age. There aren't many places where the legal age is higher than 16. FTW.
