It could have something to do with the ratings normally improving nearing Mania, a simpler solution.

Not disagreeing with you, per se, but you can't expect everyone to know about Mayweather right away. I'm not sure when he started getting coverage for appearing on WWE TV, but I know it didn't happen immediately after No Way Out, which might delay the spike in ratings.
Of course, WrestleMania does usually boost the ratings, however, I wouldn't have expected them to go down after the Royal Rumble if that was the only factor. Ratings usually do have multiple factors, and I think Mayweather has a little to do with the bounce back, even if it is just curiosity as to what the fuck the fool thinks he's doing.
The rating next week will be a good indicator of whether or not the WWE is doing their job heading into WrestleMania: If it stays where it is, or climbs, it means they're doing a good job; if it drops, then it probably means that any increase was for Mayweather, and people thought it was a bad joke.
