So why did did they actually turn Doink babyface in the first place? Was it because he was getting cheered as a heel all the time or something?

They definately turned him. I can't remember for the life of me how but they definately did it.

Wasn't it when Santa came down to the ring at Christmas and told Doink that if he was good, he would get this huge present from him?

Yes, Doink was turned because, at the time, the WWF didn't want its heels being cheered. Remeber, kayfabe was still mostly in effect.
