PG has worsened the product in that the writers had a knack for writing really good edgy programming. When it comes to PG, they are pretty attrocious. (See R DX vs. PG DX. Just one example.)

PG is obviously not to the writers strength. However, you CAN put out an amazing product under a PG rating so I guess I'd blame the writing more than the PG restriction.
