I'm not sure, but I wouldn't be surprised to find out it's production and has been used in one. It sounds fairly generic but it actually worked. One of my favorite themes ever.

nWo's theme ("Rockhouse") is definitely a production. I forgot which library it's from, but it's one that WWE no longer has access to. WWE pays a solid (and hefty, at least to us) monthly fee for unlimited access to a certain number of production libraries, and "Rockhouse"'s library is not in that list apparently. (The reason why they could still use Booker T's was because it happened to belong to a library that WWE had access to, Kosinus Music.)

Could WWE, if they so chose to, buy the rights to use a production theme as they see fit (though not necessarily "own" it outright)? Or is it a rent-as-you-go type of deal? Or possibly just too expensive?

Honestly, I don't really know how much licensing a production theme would be. It would most likely be usable anywhere WWE would like. I'm sure it's worth it to keep the nWo theme licensed for whenever they so chose. Instead of dubbing it with a crappy remake.
