I always thought it was supposed to be the NWA Championship, during his run as the "Lone Wolf", when he was basically one of the most awesome heels in WCW (second only to Vader.). Upon further inspection... Yeah, it does kind of look like the WWF Title.

It's from an indie promotion I believe run by Windham in Texas where he was Heavyweight Champion. It's a generic winged eagle version of the old WWF title.
