THIS MAKES NO SENSE.
Why is the Funkman allowing Cena to pick his own partner?
Why would Cena want to tag with The Rock, and why would The Rock agree, when they don't like each other? I'm looking forward to seeing it happen and being there in person, but I just don't get it.

Funkman is trying to make it look like he is doing his job by controlling the chaos that is happening. Trying to hide the fact that he may very well be behind it all. Cena/Rock tag is to continue the build for WM. It makes it interesting to have Cena pick Rock even for the fact the two do not like each other. And with the promos of Rock returning, Cena decided why not have him as a partner if hes going to be there in a storyline sense.

But logically, couldn't Cena find someone he gets along with? Someone on the roster? I know we're supposed to "suspend our disbelief," but, for me, that's hard to do sometimes.

Now as far as a LIVE Monday Night show, I would prefer if they don't announce a return of such and such and shock the live audience and the viewers at home. Like what they did with Rock in the beginning of the year.

Ok, I see what you mean. We all knew that they were going to tag by promos or internet sites that would advertise...which would make Cena's announcement obvious and didn't give you that "mark out satisfaction". I didn't find it dumb, but there was no excitement or OMGZ 4 REelz! about it.
