So, one thing that doesn’t clear up is whether or not you only have to do this with parked vehicles, or if it applies to people driving around also, which obviously you wouldn’t have to start an already moving car, unless they make it to where the drivers shut off their cars before you pull them out requiring you to hotwire it, and also, I kind of wonder how you'd go about stealing a motorcycle...
