Who should NOT have been made the champion?

Wasn't Brody in World Class or maybe even Japan during Hogan's title run? You can't just pull someone who was working for a completely different company and use him to back up your claim that Hogan should have never been made champion.

Hogan's gimmick and look was perfect at the time and other than Macho Man or maybe Warrior later, I don't think anyone could have had his success in terms of drawing power and merchandising. Sure there were better wrestlers or better guys on the mic, but Hogan just inexplicably connected with fans.
