They are "noticing" in the way that as they expand their own global scope they are taking established talent from elsewhere..... but I am 100% sure that they are not worried about any "competition" from NJPW.
I would say the most plausible explanation is they are looking to expand Network subs in Japan and figure it makes sense to take recognizable talent from that market. I don't think some NJABCD organization has anything to doing with it.
Sounds like some BS from a certain dirt sheet writer.
