Considering how they explained this on raw, i think it definitely a work. Why they've gone down this route i don't know though.

Since it was a "by the way" tidbit, as opposed to a vignette, a story advancer, a feud starter, a feud fueler, a form of character development, and has no bearing on anything at all, including the fact that he was hoping to be merely backstage at SummerSlam, I'm thinking he's just dumb enough to be speeding at night on a bike he doesn't know how to drive.

Add to that, the fact that Cole and King weren't even on camerea when they mentioned it AND there were no details other than the impressive 300' flight he took, I see no reason to suspect anything "in the works".
