She gets paid on a per case basis, has no option on health insurance, can't contract herself out to ANYONE else, gets told how much she's able to work (if she's behind on casework, whether through her fault or someone's non-responsiveness they won't send her new work), has no retirement benefits, can be released at any time if a high enough boss doesn't like the way she spells her name...
