Its a HOF based on who they want to acknowledge as being 'worthy', I'm not saying he wasn't put in as a marketing ploy for the hispaic market in the same way Inoki went in to gain the press attention in Japan or Khali is there to bolster the Indian market, but like Inoki he's deserving of a place in any HOF for his overall legacy.
